Job Description

POSITION SUMMARY

This position is assigned to FFG PMO and the staff of the Technical Director, FFG Non-Construction Projects, under the Senior Director of Production and Program Integration. The Class Design Services (CDS) Project Engineer will provide technical support to multiple cross-funcitonal teams comprising a variety of Engineering disciplines in determining the requirements of technical studies of interest to the Navy customer or Engineering Change Proposals (ECP). As such, this position will assign technical resources, provide input to project timelines, support outsourcing plans by producing statements of work, identify the configuration items affected, effects on performance allocations and interfaces, impacts to manning/training, software/hardware upgrades, integrated logistics support and spares, and determine trade-offs and/or alternative solutions. This position will coordinate with the FMM Engineering Department and subcontractors to develop integrated, comprehensive technical packages that identify all scoping impacts. Attention to detail, in-depth knowledge of the baseline configuration, and the need to be thorough are all required attributes since they would have a significant bearing on timeliness, expense, and/or disruption to the organization. The individual is expected to have an ability to read, interpret, and clearly present complex information; interact with customers, partners, and colleagues; listen well; keep the PMO Change Manager well-informed; and, resolve issues identified by stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Assign technical resources, inform the outsourcing plan, identify critical paths, inform project schedule milestones, ensure deadlines are met, and provide quality control over all technical deliverables. Ensure technical package are integrated and comprehensive.
  • Shape and execute the change management schedule produced by the PMO Configuration and Change Management Team.
  • Assist the PMO Change team in compiling ECP packages - filling out DD-1692s (ECPs) and DD-1695s (Notices of Revision).
  • Evaluate scoping information from Engineering and supply chain vendors (impacted drawings, test procedures, purchase technical specifications, etc) of proposed change.
  • Verify and validate Engineering and ILS impacts are within the bounds of the proposed change and are current, accurate, and complete.
  • Validate that technical drawing impacts provided are accurate and comprehensive. Identify impacts across multiple proposed changes.
  • Ensure that the proposed change accurately captures impacts to manufacturing and identifies the correct point of insertion in accordance with the Integrated Master Schedule. Ensure that In-Yard Needs Dates support the execution timeline.
  • Understand and interpret the Project Bid (Basis of Estimate) as a basis to establish resource requirements.
  • Support the outsourcing plan. Write statements of work and conduct technical evaluations of vendor proposals. Monitor subcontractor compliance with contractual requirements. Evaluate subcontractor technical deliverables for completeness and accuracy.
  • Meet with FMM supply chain as required and understand vendor equities in the proposed change. Ensure that contract modification requirements are understood by the supply chain and the implementation timeline is achieved.
  • Attend regular PMO staff meetings and be prepared to coordinate action across multiple PMO divisions and FMM departments.

While performing the duties of this job, the employee's workspace is in a clean and comfortable climate-controlled setting with little to no exposure to the moving equipment, elements, extreme conditions, or risk of injury. The noise level in the work environment is usually quiet. When entering the shipyard, the work environment is not climate-controlled and there is exposure to moving equipment, etc.
